ServiceGen was founded by Victor Dominello, who led the ground breaking transformation of Government services in NSW by building the State’s digital capabilities to deliver excellence in services.
Victor identified that while Governments want to transform their services for citizens, the institutional barriers to achieving it are significant and can take a long time to overcome.
He led the service transformation journey for the last 10 years and NSW was one of the world’s first jurisdictions to implement a digital driver’s licence.
Victor created ServiceGen to give Governments the benefit of this experience so they can achieve similar success in a much faster time.
Built on the principle that customers should have control and choice over the way they access Government services, the Service NSW platform is loved by NSW residents and recognised globally as the leading benchmark.
ServiceGen aims to help Governments accelerate digital service delivery by:

Victor is working closely with the Australian New Zealand School of Government (ANZSOG) to develop a modern leadership course for public sector in Australia & New Zealand.
For seven consecutive years, NSW was top ranked in the Intermedium Australia & New Zealand Digital Government Readiness and Maturity Indicator Report.
NSW Government was ranked 1 in ease of services and 2 in level of trust compared to other Australian states and countries including US, UK, Singapore, Canada & NZ.
NSW was the first Australian state to develop a responsible AI Assurance Framework.
Victor is a Board Member of the Tech Council of Australia & Appointed to the Trustworthy Digital Society Hub.
In July 2022, Victor was the only politician recognised by The Australian newspaper in the country’s Top 100 innovators.
Before founding ServiceGen, Victor was a senior NSW Government Minister. During his 12-year cabinet career he held a range of portfolios including, Digital Government, Innovation, Finance, Regulation and Aboriginal Affairs. In 2019 he was appointed the Customer Service Minister.
Victor is recognised globally for his leadership and oversight of public service delivery transformation in NSW through initiatives such as the Service NSW app, the Digital Restart Fund and one of the world’s first digital driver’s licence.
He was part of the leadership group that led the state through Covid and drove digital solutions such as QR check-ins, vaccine certificates and the delivery of stimulus vouchers via the Service NSW app.
In July 2022 he was recognised by The Australian newspaper as one of the country’s top 100 innovators (the only politician to be included).
In April 2023 he was appointed as professor at University New South Wales (UNSW) and director of the Trustworthy Digital Society Hub, with UNSW and the University of Technology Sydney (UTS) designed to lead research and insights in citizen-centred digital platforms, challenging to determine what democracy looks like in the digital age.
Victor is also a Board Member of the Tech Council in Australia whose vision is for a prosperous Australia that thrives by harnessing the power of technology.
Victor leads ServiceGen’s global strategic direction in continuing the vital mission of helping governments accelerate their trustworthy digital transformation and modernise their services for their citizens.
Damon was the former Chief Executive Officer of Service NSW and prior to that NSW Government’s first Chief Information & Digital Officer (GCIDO), and Deputy Secretary of Digital Government within the Department of Finance, Services & Innovation.
He is a leader committed to customer centricity, culture, digital enablement, and innovation, with more than 20 years’ experience driving transformational change, organisational performance, and better customer outcomes.
As the GCIDO, Damon advocated for digital adoption across the NSW public sector, defined the long-term vision for digital technologies, implemented the NSW Open Data Policy and improved integration across government agencies.
Prior to his public service, Damon was the Chief Digital Officer at Macquarie Bank, the Chief Technology Officer and interim Chief Information Officer at Woolworths, and Westpac’s Head of Integrated Delivery.
Damon serves on the Board of Ventia Services Group, and is also the Managing Principal & CEO of Better As Usual, a practitioner-led professional services organisation that works with boards, leaders and teams to build high-performing digital organisations.
